THE RULES OF THE INTERNATIONAL SINGING COMPETITION

RAJKO KORITNIK

I. GENERAL PROVISIONS

Article 1

(Content of the rules)

These rules cover the international singing competition Rajko Koritnik (hereinafter referred to as the Competition).

The rules specify:

– objectives of the Competition,

– call for applications, terms and conditions and management of the Competition,

– Competition authorities,

– evaluation criteria and criteria for the awarding of medals (plaques), prizes and special awards,

– the announcement of achievements,

– objections and violation of provisions and rules.

Article 2

(Objectives of the Competition)

The objectives of the Competition are:

– discovering and encouraging young singers,

– guidance of the competitors onto further education or career path,

– enhancing and deepening of singing and performing skills,

– popularization of classical singing,

– connecting with similar competitions at home and abroad and exchanging good practices.

Article 3

(Competition levels)

The competition takes place at the international level.

Article 4

(Competition genres)

The genres of the Competition are opera and operetta.                   

The genres of the Competition are not divided according to gender.

The genres, age of the competitors and the level of the Competition are specified in the call for applications.

Article 5

(Organizer of the Competition)

The organizer of the Competition is the Cultural Arts Association VoxArte.

Article 6

(Right to participate in the Competition)

Singers of all nationalities can participate in the Competition.

Women and men from the age of 19 can participate in the Competition.  There is no upper age limit.

By submitting an entry to the Competition, the competitor agrees to the Rules of the Competition and undertakes that in the event of winning, after the results have been announced and the prizes have been awarded, will appear again at the awards ceremony at the end of the competition.

Article 7

(Course of the Competition)

The competition takes place in two rounds and is open to the public.

The first round is a pre-selection, the second round is the final.

The first six best-rated competitors in the pre-selection qualify for the final round.

The final selection takes place in the form of a concert.

II. CALL FOR APPLICATIONS FOR THE COMPETITION

1. Call for applications and entry

Article 8

(Call for applications and time of the Competition)

The call for applications for the international singing competition is published by the competition committee no later than March 30 of the current year.                     

The call for applications is published on the website of the Competition.

The exact place and time of the competition is determined by the organizing committee by issuing a call for applications.

Article 9

(Content of the call for applications)

The call for applications covers:

– required competition programme,

– age of competitors,

– terms of the mandatory performance of the songs from memory, in the original tonality and language and in accordance with standard performing practice,

– time and location of the Competition,

– deadlines and application method,

– the drawn letter, according to which the order of competitors will be compiled (the competitor’s first surname as indicated in the application form),

– conditions for qualification to the second round of the Competition,

– other conditions and details.

Article 10

(Applying for the competition)

The competitors have to apply for the competition themselves.

The application must arrive within the announced deadline.

The application must include the required attachments:

– a copy of the proof of payment of the application fee,

– a copy of the proof of payment for the hired accompanist (optional),

– a copy of the sheet music for the performance programme,

– a short biography of the competitor,

– a portrait photo,

– a copy of a personal identity card or passport,

– a copy of the signed application form.

In case of cancellation or non-participation in the Competition, the registration fee is not refunded.

In the event of cancellation of the Competition, the registration fee will be refunded to the competitor.

It is not possible to change the competition programme after registration.

2. Terms and conditions of the Competition

Article 11

(Preparation of the terms and conditions)

Terms and conditions are prepared by the organizing committee of the Competition.

Article 12

(Saving applications)

The organizing committee takes care of archiving the applications and destroys the documentation after one year.

Article 13

(Personal data processing)

The organizer of the Competition is responsible for processing all data provided by the competitor in connection with the application. The organizer of the Competition will process the data to the extent necessary for the execution of the Competition, in accordance with the General Data Protection Regulation (GDPR) and applicable regulations in the field of personal data protection. The organizer is obliged to obtain from each participant of the competition a written statement of agreement to:

– publication of personal data when publishing the results, namely the name, surname and country of origin of the competitor;

– publication of photographs and audio-video recordings of the competitor from the Competition or the announcement of the results on the organizer’s website;

– the use of photo and audio-video material for advertising and promotion of the competition in print and online media and on social networks.

III. COMPETITION AUTHORITIES

1. The organizing committee of the Competition

Article 14

(Appointment and composition)

The general assembly of the association appoints the organizing committee, which consists of the president and 7 members. The president of the organizing committee is the head of the competition.

Article 15

(Tasks and responsibilities)

The organizing committee shall:

– take care of the preliminary organization of the Competition,

– draw and publish a letter that will determine the order of the competitors in the Competition based on the competitor’s last name,

– check all applications to the Competition,

– prepare a written schedule of the Competition,

– inform the competitors about the schedule,

– compile a schedule of rehearsals with an official accompanist and acoustic rehearsals,

– arrange a suitable venue for the Competition,

– ensure that the Competition runs smoothly,

– appoint the judging panel of the Competition,

– provide all necessary documentation for the judging panel,

– take care of the computer processing, monitoring and publication of the results of the Competition,

– arrange the awarding of medals (plaques) and prizes to the competitors,

– provide one or more official accompanists.

Article 16

(Violation of rules)

The organizing committee and the competitors are obliged to comply with the provisions of these rules, the Competition schedule and the instructions of the president of the organizing committee.

2. The international Competition jury

Article 17

(Appointment and composition)

The international Competition jury is appointed by the organizing committee.

As a rule, the jury consists of 5 members. If a member of the jury is a mentor to the contestant or is related to him, they confirm this by signing the statement and remove themselves from the jury. In this case, the contestant is evaluated by a substitute member of the jury.

Article 18

(Assessment method)

The members of the jury evaluate the competitors with a score ranging from 60 to 100 points.

The evaluation takes into account the technical skills, musicality, proper rendition of sheet music and the overall impression of the competitor.

The competitor’s final score is determined by removing the highest and lowest of the judges’ scores and dividing the sum of the other scores by three.

Each round of the competition is evaluated separately. The results sheet will show the scores of each judge.

The 6 best-rated competitors in the pre-selection enter the final round of the competition.

The finalists will be announced without scores and in the order in which they performed. This is also the order of the competitors in the final round.

The pre-selection scores together with the final scores will be visible on the results sheet at the end of the competition.

Article 19

(Responsibilities of the jury)

The jury is obliged to listen to the competitor’s entire programme and does not interrupt his performance.

If the jury finds that the implemented programme is not in accordance with the registered programme and the terms and conditions, the competitor is eliminated or disqualified.

The jury determines the criteria for entering the second round of the Competition.

The jury can decide to award special awards to individual competitors.

The president of the jury signs the publication of the results of the Competition and the award document or plaque.

The jury must follow the rules of the Competition, terms and conditions of the Competition and the technical instructions of the president of the organizing committee.

3. The International competition council

Article 20

(Appointment and composition)

The council of the Competition is appointed at the general meeting of the VoxArte association.

The council consists of the president and two members.

As a rule, the president of the council is a member of the general assembly of the association and the members are a representative of the interested public.

The president and members of the council must not be members of the jury and shall not be mentors of any of the Competition participants.

Article 21

(Responsibilities of the council)

The members of the council monitor the course of the Competition and the work of the organizing committee of the Competition. They identify potential organizational and other shortcomings and inform the organizing committee about them.

The council considers written complaints from competitors or their authorized representatives regarding specific violations of the rules.

The council makes its decisions by majority of the votes, the decision is final.

IV. CRITERIA FOR AWARDING PLAQUES, PRIZES AND AWARD CERTIFICATES

Article 22

(Criteria for awarding award certificates, plaques and prizes)

All the competitors who have successfully completed the Competition receive a plaque or an award certificate.

The best competitors receive prizes.

Plaques and awards:

– The gold plaque is awarded to the competitor who scored between 90 and 100 points.

– The silver plaque is awarded to the competitor who scored between 80 and 89.99 points.

– The bronze plaque is awarded to the competitor who scored between 70 and 79.99 points

– Competitors who scored between 60 and 69.99 points receive an award certificate for their participation.

Prizes:

Three prizes will be awarded: one 1st prize, one 2nd prize and one 3rd prize.

They will be awarded to the first three competitors who have scored 95 points or more.

If any of the prizes are not awarded, the number of remaining prizes will not increase.

Article 23

(Special recognition and special awards)

The jury may award a special recognition or award to a promising competitor under 25 years of age.

The jury may award another special award at its own discretion and decision.

A special award to the finalist of the Competition may also be awarded by another institution, group or individual in agreement with the organizing committee.

V. ANNOUNCEMENT OF RESULTS AND AWARDING OF PRIZES, PLAQUES AND AWARD CERTIFICATES

Article 24

(Publication of results and place of publication)

The results of the Competition must be published no later than two hours after the end of the Competition, namely on the notice board in the premises where the competition will take place and on the website of the competition.

Competition publications and the competition results sheet are signed by the president of the judging panel.

The achievements of all competitors will be published on the website after the end of the Competition.

Article 25

(Printed forms for prizes, plaques and award certificates)

The printed form for the award certificate, plaque and prize must contain:

– the name of the Competition and the serial number of the Competition,

– the level of Competition,

– the competitor’s name and surname,

– number of points achieved,

– first and last name of the accompanist,

– date, place, country,

– signature of the president of the jury,

– signature of the president of the organizing committee.

Article 26

(Awarding of plaques, prizes and special prizes and plaques)

Acknowledgments, plaques, awards and special prizes are awarded to the participants of the competition at a ceremony at the end of the competition.

Article 27

(Objection to achievement)

Objection to the achievement is not possible. The decisions of the jury are final.

Article 28

(Objection to violation of provisions and rules)

From the issue of the call for applications to the start of the Competition, the appeal body of the competition is the organizing committee.

During the course of the competition, the appeal body is the competition council.

In case of objections or in relation to violation of the terms and conditions and their interpretation, the Slovenian competition rules apply.

VII. RECORDING AND PHOTOGRAPHING OF THE COMPETITION

Article 29

(Recording and photography)

The organizer is obliged to obtain a written statement from each participant of the Competition agreeing to the publication of photographs and audio-video recordings of the competitor from the Competition or the announcement of the results on the organizer’s website and to the use of image and audio-video material for advertising and promotion of the competition in print and online media and on social networks.

The competition organizing committee decides on audio-video recording and photography.

VIII. TRANSITIONAL AND FINAL PROVISIONS

Article 30

(Adoption and implementation of the rules)

These rules shall enter into force on the day they are adopted by the General Assembly of the VoxArte Cultural and Artistic Association.
